Use a twill as you would a crepe de chine (or any crepe), charmeuse, or a light weight woven.

We did not think lighter weight crepes, twill or habotai would work for a skirt – until we saw the Sati Skirt from Viki Sews. It’s a bias cut dream (but a lot of instruction!).
A simple top such as McCals 8114 would do the trick as well. A bias cut halter top.
